ION Standards and Interoperability discussion 3:30-4:30 pm 6-Jan-04, 25 ION reps, ION participants and interested ORION attendees present

 

1.     Two classes of standards and interoperability (SIOP) agreements are required:

a.      Hardware

b.     Software – services to the user

                                                        i.     Monolithic, centralized data center model vs. Distributed data center model

1.     Quality control

2.     Agreed portal structure for providing GRID-based service layer to interface to heterogeneous, geographically distributed data centers

 

                                                          ii.     Services and international agreements on remote command and control of devices (i.e. devices from one participating entity that are interfaced to the network of another entity, or operation of one entityÕs device by a member of another entity (e.g. a European user operating a US device on a US observatory network, or a Japanese user operating a Japanese device on a European network, etc); liability issues and agreements

 

                                                          iii.     Distributed liability for integrity of data archives. Global mirroring of all data (e.g. all data, in entirety, in at least one US, EC, Japanese center is one suggested model)

 

2.     Recommendations for creation of IODP-style management entity to promote international adoption of SIOP agreements.

 

3.     Such a body would also promote shared logistics, to include SIOP in e.g. ships, ROVs, manned submersible manipulators, science support systems, certification procedures to promote sharing of logistics support.

 

4.     Suggestion that body also deal with some aspects of IPR.

 

5.     Body to act to educate government agencies about aspects of observatory operations, easing of customs, national security restrictions relevant to timely installation and maintenance of observatory elements.
